The following persons, all experts in the field of Freedom of Information, are members of the Editorial Board of Freedom of Information journal:



Marcus Turle
is a partner at Field Fisher Waterhouse and one of the founder members of FFW's Privacy and Information Law Group.

A technology lawyer, Marcus has a particular interest in the legal regulation of information, and a large proportion of his work derives from the law relating to freedom of information, data protection and public sector data sharing.

He has advised the Home Office on the information law aspects of the government's proposed national identity card scheme.

Marcus has also worked with the National Policing Improvement Agency on the procurement of a system for sharing data across the 43 police forces in England and Wales.

Marcus is the Editor of Freedom of Information journal and co-editor of the Law Society's 'Freedom of Information Handbook'.  He is author of 'Freedom of Information Manual' ( published by Sweet & Maxwell ).

Marcus was the Conference Chairman at the 3rd Annual Freedom of Information Conference & Workshop Series April 2007.

Hazel Grant is a Partner in Bird & Bird’s International Data Protection Group where she advises on data protection, freedom of information and other information law issues.

She advises public and private sector clients on freedom of information and environmental information legislation and related guidance. This has included practical advice on how best to draft contracts and the risks and opportunities under the legislation.

She has also advised on reuse of public sector information and data exploitation projects, particularly in the public sector.

Her work regularly includes advice on data protection compliance issues, including data protection audits, data security issues and transborder data flows.

Hazel has worked with central government departments and other public bodies such as the DCA, DWP, OFWAT, Defra, VOSA and special health authorities and investment banks, web retailers and global professional partnerships.

Hazel speaks regularly on legal issues, including those relating to IT projects, data exploitation, data protection and freedom of information.  She is an author of the loose-leaf work, the Encyclopaedia of Privacy and Data Protection, a contributing editor ( on data protection and freedom of information ) to the Encyclopedia of IT Law ( both published by Sweet & Maxwell ) and is on the editorial board of Freedom of Information journal.



Damien Welfare is a barrister at 2-3 Gray’s Inn Square. He specialises in Information law, including Freedom of Information, Data Protection and the Environmental Information Regulations (EIR) and local government law.

He appears in the Information Tribunal, advises on a wide range of EIR, FOI and DP issues, and regularly addresses conferences and seminars on these topics.

He is a member of the Editorial Board of Freedom of Information Journal, published by PDP, and contributes articles on FOI and EIR topics, as well as a regular update of case decisions.

Hazel Moffat
is a Partner in DLA Piper specialising in information law and public law.  She is particularly well-known for her specialism on FOI issues.

Hazel has been working with a wide range of public and private sector clients over the last six years on freedom of information and privacy matters.

She was appointed in 2004 to provide all freedom of information training to over 500 staff at the Scottish Parliament and has since conducted specialist training sessions for lawyers and managers at major public sector bodies across the UK.

She has been working closely with central government departments including the Department of Health and NHS Connecting for Health on data-sharing projects including the NHS National Programme for IT.

Hazel is a regular speaker on freedom of information issues and is on the Editorial Board of Freedom of Information journal.

Hazel was the Conference Chair at the 4th Annual Freedom of Information Conference April 2008.



Brian Jones joined Herbert Smith as a consultant in 2000 following a career in which he taught administrative law and environmental law at a number of universities in the UK and in Australia.

Between 1994 and 2000 he was Professor of Environmental Liability at De Montfort University in Leicester.

He has published extensively in both subject areas: his most recent book being a co-authored work on Environmental Liabilities ( Shaw and Sons, 2004 ).

He was involved in the late 1990's in several consultancy projects, advising Governments in EU accession countries about requirements for harmonisation with EU environmental law.  Since 1992 he has been editor of the bi-monthly professional journal Environmental Liability.  He was recently appointed an Honorary Professor in the Department of Law, University of Wales, Aberystwyth.

Brian works closely within Herbert Smith with the Environmental Law, Planning Law, Public Law and IP Groups.



 - Rosemary Jay, Partner at Pinsent Mason -

Rosemary Jay is a Partner at Pinsent Masons in the Outsourcing, Technology & Commercial Group.  She advises clients on privacy, data protection, human rights, access to information and related information law issues.

Prior to joining the Firm, Rosemary worked in local government then moved to the office of the Data Protection Registrar where she headed the Legal Department for 12 years.

Rosemary is the co-author of 'Data Protection Law & Practice' published by Sweet & Maxwell ( second edition August 2003 ) and an editor of the 'White Book.'

Key relevant experience includes:

Appointment as a legal expert to a European Commission Study on the role of standards in achieving privacy protection

Advising government departments, local authorities and other public bodies on implementation of Freedom of Information and providing training on the Act

Appointment by the Scottish Executive for the preparation of all training materials on Freedom of Information for the public sector in Scotland

Responsible for the Firm's Freedom of Information support materials including the Implementation Manual and the Firm's e-learning package produced jointly with Video Arts Ltd

Appointment by the Northern Ireland Civil Service to provide training on Freedom of Information.

Rosemary has spoken and written widely on data protection and access to information, both nationally and internationally.



Hugh Tomlinson
QC is a founder member of Matrix Chambers and has a wide ranging practice in media and information, human rights and public law.

His most recent publications in this area include Privacy and the Media: the Developing Law ( Matrix, 2002 ) and The Law of Human Rights ( OUP, 2000 ).
